Foreword
The implementation of the activities required in Chapter 7 of the National
Education Act Teachers, Faculty Staff and Educational Personnel
is primarily aimed at reforming the teaching profession with a view to
elevating it to a higher status, thus enabling teachers to become true
professionals capable of providing learning of quality through the learner
-centred approach. All these measures will undoubtedly result in
improvement in the quality of learners as well as that of education
of the entire nation. Urgent measures have therefore been taken
by the Office of the National Education Commission (ONEC) to conduct the
necessary research and study to formulate a policy for the teaching profession
reform on a holistic basis in accord with the provisions in Chapter 7.
The research work completed thus far covers four themes. These are :
- Teaching Licence;
- Professional Licence for an Administrator ;
- Production and Development of Teachers; and
- Honouring Teachers with Outstanding Achievements.
A research work on four other themes are underway.
These are :
- Staff Administration System for Teachers
and Educational Personnel ;
- Salary and Remuneration System for Teachers
and Educational Personnel :
- Fund for Development of Teachers, Faculty Staff
and Educational Personnel ; and
- Fund for Promotion of Teachers, Faculty Staff
and Educational Personnel.
In this publication, policy recommendations on the four themes, the research
work on which has been completed, are to be found. The research has been
carried out with kind co-operation of Professor Dr.Somwung Pitiyanuwat
for whom the ONEC wishes to herein record its grateful thanks. It is hoped
that this publication will be beneficial in moving forward the teaching
profession development in order to enhance the quality of education and
contribute to national development in the future.
