At this level, the ministries concerned and the operational implementing organizations may set their ministries' policies which have to be in accordance with the national policy. The major ministries responsible for the management of education are the Ministry of Education (MOE), the Ministry of Interior (MOI), and the Ministry of University Affairs (MUA).
Other ministries that provide education in specialized fields or for specific purposes, both in the formal and non-formal systems, are Ministry of Defence, Ministry of Public Health, Ministry of Transport and Communications, Ministry of Agriculture and Cooperatives, Ministry of Justice, and Ministry of Labour and Social Welfare (Chart 3.1).
