C. Administration of Higher Education Institutions

Major higher education institutions include vocational colleges, Rajamangala Institute of Technology (RIT), Rajabhat Institutes (RIs) or former teachers colleges, and universities. Each public university has its own Act empowering the University Council to function as the governing body. The Rector or the President operates university according to the policy laid down by the University Council (Chart 3.8). At present, an innovative way of university administration has been introduced as government-supervised public university. Such university has its own administrative structure and budgeting system for self-governance and full autonomy. The administration of a vocational college, RIT, and each RI is similar to that of public universities.

Despite the complexity of the present educational administrative system, the development of education in Thailand has made a continuous progress for many decades. However, there has been an attempt to improve the administration and management structure of education in order that it will fully facilitate and contribute to national development.
