           Target Groups The target groups for the period of the 8th National Education Development Plan include gifted children in five areas :
           - Mathematics and science
           - Thai language
           - Sports
           - Music
           - Visual and dramatic arts
8.7 Towards National Quality and Standards
           Evaluation is significant both in terms of excellence in education and efficiency in management of educational system since it is an important mechanism for inspection and a control of educational quality and standards. Although educational quality and standards have been developed by various agencies, there is neither actual implementation nor national standards for the development of educational quality. Consequently, the ONEC had proposed the policy for the promotion of educational standards and quality assurance which was approved by the Council of Ministers in November 1997. Accordingly, the Office for National Education Standards has been established as a temporary internal unit under ONEC to organize a national system for educational standards and quality assurance as a tool for the development of education in Thailand. The Office will become an autonomous body in 1999 and will start its nationwide evaluation of educational quality for the first time in the year 2000. It will hire a private organization to evaluate educational standards set by the Office. The outcome of the evaluation will be made public to allow parents to decide which schools they should enrol their children.
           In order to achieve its objectives, the Office has launched a research and development project on national system for educational standards and quality assurance. The major tasks of the project are as follows :
