           3) Major Guidelines for Organizing an Institutional Network
           The proposed guidelines to organize and manage an Institutional Network are as follows :
           - Divide different educational areas with appropriate size so that it is convenient for students to go to school.
           - Improve educational standards of all schools
           - Ensure academic cooperation within the Institutional Network in teaching-learning, staff development and monitoring and supervision.
           - Ensure rotation of teachers in the Institutional Network to enable all students in all schools to learn with teachers who are specialized in particular subjects.
           - Allow rotation of students to study in other schools specialized in particular areas so that they can gain more experience and have access to quality equipment.
           - Organize social activities to create mutual understanding among teachers, students and parents and to ensure cooperation among educational institutions both within and outside the Institutional Network.
           - Transform the educational institutions in the Institutional Network to accommodate the number of students. For example, in case that there are too many primary schools but not enough secondary schools, some primary schools may be transformed to be secondary schools.
           - Ensure appropriate transition system to enable students to continue studying at higher level.
           - In case any private school cannot continue its operation due
to financial problems and there are not enough educational institutions in that area, that school may be organized as public-private school.
8.5 A Local Education Initiative : Cooperation between Local and Private Schools
           The Department of Education under the BMA has initiated a project on the Provision of Educational Coupons in 4 pilot districts of Bangkok since the academic year 1998. This project secure private participation in the provision of local education in Bangkok metropolitan area with financial support from BMA in the form of educational coupons.
