           8) The rights of the underprivileged and the handicapped
           Section 55 The disabled or handicapped shall have the right to receive convenience in accessing public services and other assistance from the State, as provided by law.
           Section 80…….The State shall provide assistance to the elderly, the indigent, the disabled or handicapped and those lacking opportunity to enable them to have a good quality of life and the ability to depend on themselves.
           9) National education guidelines
           Section 81 The State shall provide education and training and promote the private sector to provide education and training to create knowledge along with morality, enact a national education law, improve education to be in harmony with economic and social change, create and strengthen knowledge and instil correct awareness with regard to politics and a democratic regime of government with the King as Head of the State, support research in various sciences, accelerate the development of science and technology for national development, develop the teaching profession, and promote local wisdom and national arts and culture.
9.2 Proposals for Educational Reform
           By virtue of the provisions in the new Constitution, the ONEC has mobilized distinguished educators and prominent experts from various agencies to prepare the National Education Bill. The drafting process (Chart 9.1) started by conducting research on 42 key issues that should be contained in the Bill. Based on those research results, the Bill was drafted by a group of experts in law in consultation with the drafting committee. In the meantime, public hearings and polls were organized for public opinions regularly. After the Bill had been approved by the NEC, it won the Council of Ministers' initial endorsement on June 23, 1998. It must pass the parliamentary deliberation to become the National Education Act by 2002 as required by the Constitution. The guidelines for educational reform proposed in the Bill can be summarized below.
