9.2 Proposals for Educational Reform |

By virtue of the provisions in the new Constitution, the ONEC has mobilized distinguished educators and prominent experts from various agencies to prepare the National Education Bill. The drafting process (Chart 9.1) started by conducting research on 42 key issues that should be contained in the Bill. Based on those research results, the Bill was drafted by a group of experts in law in consultation with the drafting committee. In the meantime, public hearings and polls were organized for public opinions regularly. After the Bill had been approved by the NEC, it won the Council of Ministers' initial endorsement on June 23, 1998. It must pass the parliamentary deliberation to become the National Education Act by 2002 as required by the Constitution. The guidelines for educational reform proposed in the Bill can be summarized below. |
